In December 2011, the City celebrated the opening of Vicinitas Hall, a new affordable and permanent supportive housing development in the East Tremont neighborhood of the Bronx. There are 68 studio apartments for single young adults, 18-24 years old, all of whom earn less than $33,300 per year. The majority of residents have aged out of foster care. Typically, as young people transition from foster care to independent living, they have few resources to find a place to live or a source of income. Within three years, 20% of young adults who age out of foster care end up homeless.
Vicinitas Hall is designed to help these vulnerable young adults achieve long-term stability and self-sufficiency. Along with bright, new living spaces, Vicinitas Hall provides on-site social services to help residents with housing retention as well as life-skills training, academic assistance, and job counseling. There are also recreational areas for residents and an independent commercial space at ground level. ARRA funds helped to jumpstart the building construction, which had been stalled by the economic downturn.

“This development both created jobs and provided quality housing for young adults who really need it. With the stimulus, this project got a new lease on life. And so did our residents. This is exactly what the stimulus was intended to do!” said Jessica Katz, Executive Director of the Lantern Group, which sponsored the project.
